Practical Guidelines for Import and Export Tariff Preferential Treatment under RCEP Agreement

April 10, 2024 李经理

The Regional Comprehensive Economic Partnership (RCEP) entered its third year of implementation in 2025, with cumulative tariff reductions exceeding 40% for many product categories. Despite these significant benefits, many companies fail to fully utilize RCEP preferences due to unfamiliarity with the rules of origin certification process.

Determining RCEP Eligibility

First, verify your product HS code against the RCEP tariff schedule. Second, confirm compliance with rules of origin using one of three criteria: wholly obtained, tariff shift, or regional value content of at least 40%. Companies should maintain detailed records of raw material sourcing to support origin claims.

Certificate Application Process

RCEP certificates of origin can be applied online through China International Trade Single Window. Required documents include export contracts, commercial invoices, packing lists, raw material certificates, and product cost breakdowns. Processing typically takes 2-3 business days.
